How was this measured?

Every agency in the directory has its homepage fetched and scored the same way: technical setup, on-page basics, content depth, and whether it ranks for the searches its own clients would use. These figures are simply what those 1672 measurements say when you read them together.

Why does it matter whether an agency ranks its own site?

It is the one piece of evidence an agency cannot buy or self-report. It does not prove they will do good work for you, but a shop that cannot get structured data or alt text right on its own homepage is telling you something about how it works.

Can an agency change its numbers here?

Only by changing its website. Scores refresh when the crawler returns to that city, so a genuine fix moves the number. There is no paid placement and no way to submit your own score.
